We are pleased to announce the appointment and promotion of two key leaders for TDC Specialty Underwriters, Inc. TDC Group is composed of The Doctors Company, Healthcare Risk Advisors (HRA), and TDC Specialty Underwriters, Inc. TDC Specialty Underwriters and HRA operate together as TDC Specialty in the marketplace, with products distributed through approved wholesale and select retail brokers.

Robert A. Kauffman has been appointed to President of TDC Specialty Underwriters, Inc. Rob currently serves as President of HRA, where he has led the expansion of the company’s self-insurance and risk transfer solutions for hospitals, large medical practices, and health systems. He will now also oversee TDC Specialty Underwriters, Inc., the excess and surplus (E&S) lines specialist focused on providing specialty insurance capabilities and related services to the healthcare industry.

Rob has built a distinguished career in insurance and risk management. He previously served as Senior Vice President, Secretary, and General Counsel of FOJP Service Corporation (FOJP) and Hospitals Insurance Company (HIC). Prior to his roles at FOJP and HIC, he was Senior Vice President, Secretary, General Counsel, and Chief Compliance Officer at Harleysville Insurance. He was also previously a partner at Blank Rome, an Am Law 100 firm, and a partner at Reed Smith, an international law firm specializing in complex litigation, strategic transactions, and regulatory matters.

In addition to his private sector experience, Rob served with distinction as an Assistant U.S. Attorney in the Criminal Division of the United States Attorney’s Office for the Eastern District of Pennsylvania.

Steven Spina has been promoted to Chief Underwriting Officer of TDC Specialty Underwriters, Inc. In his expanded role as Chief Underwriting Officer, Steven will oversee underwriting performance/portfolio profitability and provide leadership over the strategic underwriting direction for both TDC Specialty Underwriters and HRA.

Steven has over 40 years of experience in healthcare professional underwriting. He previously served as Executive Vice President for TDC Specialty, providing strategic leadership over underwriting strategy across multiple teams. Steven brings deep expertise in specialty insurance underwriting, a strong command of risk selection and portfolio management, and a disciplined, results‑driven approach to profitability. During his tenure at TDC Specialty, he has consistently demonstrated exceptional judgment, technical acumen, and leadership—successfully balancing growth, underwriting integrity, and long‑term value creation.

Steven’s past roles include serving as President of the Health Care Group at OneBeacon Professional Insurance, Vice President of Medical Underwriting at Darwin Professional Underwriters (now AWAC), and Regional Vice President, Northeast, of Medical Protective. He has also held underwriting leadership roles at Zurich, CNA, and Employers Reinsurance Company.
