Please join us in opposing California State Senate Bill 29 (Laird) to protect the balanced medical liability framework established under California’s Medical Injury Compensation Reform Act (MICRA).
California’s healthcare system is already facing significant pressures from rising costs, workforce shortages, and inadequate reimbursement. SB 29 would add to these challenges by significantly expanding liability and increasing the costs associated with providing care.
MICRA has provided a balanced framework that protects patients while helping preserve access to healthcare. That framework was recently modernized to increase compensation for injured patients and their families while maintaining important protections for healthcare practitioners.
SB 29 would further expand liability by more than doubling damages in many medical liability actions in California, with significant implications for healthcare professionals. These additional costs are not easily absorbed by physicians, advanced practice clinicians, dentists, and clinics—particularly those serving Medi-Cal and Medicare patients, where reimbursement rates are largely fixed—and can mean fewer resources available for patient care.
